Oral health care in the U.S. is primarily paid for by reimbursing providers for procedures, visits, or enrollment in capitation-based systems. Pacific has begun a project to develop an oral health reimbursement and incentive system based on the oral health of the population being served. It is expected that reimbursing providers based on the oral health of the population will result in significantly different activities, including a far greater emphasis on the use of medical and social prevention strategies.
Phase I of the project involves structured interviews with approximately 15 national experts in the areas of oral health measurement systems, data collections systems, reimbursement arrangements and delivery systems design. Phase II is a national policy report on the use of quality improvement measures in the dental profession. The expected release date of the policy report is fall 2011.
